Water Rates and Billing Information

TO DETERMINE WATER CHARGES

Several factors are used to determine applicable water rates to be applied to water usage. These factors include (1) the location of the water using property (2) the Water User Class (type of property) and (3) Single Family Equivalents (SFE's) assigned to that property.

(1) Location:

• IN-TOWN: Refers to a location within the corporate limits of the Town.
• OUT-OF-TOWN: Refers to a location outside the corporate limits of the Town.

(2) Water User Class:

• Residential Use: This can be a Single Family Residence; Accessory Apartment; Apartment Building; Bed & Breakfast; Boarding House; Chalet House; Condominium; Condominium/Hotel; Divisiable Unit; Dormitory; Duplex; Hotel; Lodge; Inn; Multiunit Residence; Time Shared Unit; and a Townhouse. (See Section 9-1-5 of the Town Code)
• Non-residential Use (Commercial): Any use of real property which is not a residential use.

(3) Single Family Equivalents Schedule (Town Code Section 12-4-10)

1. Residential:
• Single-family residence and duplexes
  First 2,000 square feet equals 1.0 SFE
  Each additional square foot equals = 0.00016 SFE

2. Non-residential (Commercial):
• Non-residential rates are determined by the size of the water meter which connects the water using property to the water system.

PAYMENT DUE DATE

Water bills are due and payable on the last day of the billing month.

PAYMENT ARRANGEMENTS

• Payment can be made in person on the first floor of Town Hall at 150 Ski Hill Road, Breckenridge.
• A drop box is located inside the front door of Town Hall at 150 Ski Hill Road, Breckenridge for payment after hours. 
• Payment can also be made via Mastercard, VISA, or American Express by email or by calling (970) 453-3190.
• Direct, automatic payment from your bank can also be arranged by email or by calling at (970) 453-3190.

ADDITIONAL CHARGES

TEMPORARY DISCONTINUANCE:
An owner may request a temporary discontinuance of water service. The charge is $50.00 per each SFE. There is no charge for restoration of service from such discontinuance. A written request for discontinued service along with the fee must be paid in advance of the temporary disconnect. To determine disconnect fees for your property, email water billing or call (970) 453-3190.

METER FAILURE:
Should the water meter fail to read water usage, the charge will be estimated by using the average of the 2 most recent months when the meter operated properly.

DELINQUENT PAYMENT CHARGES:
A charge of 1 1/2 % per month on delinquent balances from the due date.

BILLING DISPUTES

Customers may dispute a water bill or notice of termination of water service for non-payment, or notice of termination at any time but must be received at least 5 days prior to the date of termination. Disputes can be submitted by email or in writing to the Town of Breckenridge, Finance Director, P.O. Box 168, Breckenridge, CO 80424. 

DISCONTINUANCE OF SERVICE

Prior to termination of water service for non-payment of water charges, the Town mails the owner a notice of termination at least 3 days after the payment due date shown on the bill.

Without receipt of payment or notice of a billing dispute by the date on the notice of termination, the Town will discontinue water service.

LIEN

Unpaid water charges constitue a lien upon the real property benefited by the water service. As such, the lien takes priority over all other liens except the lien of the general ad valorum tax (property tax).

CERTIFICATION TO COUNTY TREASURER

Unpaid water charges may be certified to the Summit County Treasurer, to be placed upon the ad valorum tax rolls for the current year.
