The Liquor Licensing Authority was created by ordinance in May 2003; it became the Liquor & Marijuana Licensing Authority in 2016. The “Authority” is comprised of five members who are residents and electors of the Town of Breckenridge. Regular meetings of the Liquor & Marijuana Licensing Authority are held on the third Tuesday of each month, starting at 9:00 a.m. in the Town Hall Auditorium located at 150 Ski Hill Road.

As the “local licensing authority” for the Town, the Liquor & Marijuana Licensing Authority has responsibility for all Town decisions involving liquor and marijuana licenses, with one exception being special event liquor licenses which are approved administratively. The Authority has been vested with the authority to grant or refuse alcoholic beverage licenses, to promulgate rules and regulations, to conduct investigations and to suspend or revoke licenses for cause in the manner provided by law.

The Authority's responsibilities include the review and approval of new license applications, transfers of ownership, renewals, modifications to premises, and other changes. In addition, the Authority will impose appropriate disciplinary action against any licensee who violates certain provisions of the Colorado Liquor Code (Article 47 of Title 12, C.R.S.), the Colorado Beer Code (Article 46 of Title 12, C.R.S.) or the rules promulgated by the Liquor Enforcement Division of the Department of Revenue of the State of Colorado (1 C.C.R. 203-2). To help in the imposition of disciplinary action, penalty guidelines were adopted by the Authority in June, 2004. The guidelines are reviewed on an annual basis at the Authority's meeting in June.

The Town of Breckenridge Liquor & Marijuana Licensing Authority (LMLA) is seeking 3 community-minded individuals to begin 4-year terms in January 2026. If you are interested in liquor or marijuana licensing, live in town limits and have no financial interest in a current liquor or marijuana license, we'd love to have you apply! Meetings are held the 3rd Tuesday of each month at 9AM. Please fill out a brief application by 12pm 12/1/25.

Rules and Regulations

The Town of Breckenridge Liquor and Marijuana Licensing Authority (LMLA) works within the scope of the Breckenridge Town Charter, the Breckenridge Town Code, and the Colorado Revised Statutes (including, but not limited to, the Colorado Liquor Code and the Colorado Marijuana Code). The LMLA also establishes its own Rules of Procedure and Penalty Guidelines as noted below:

Authority Meetings

The Authority meets at 9:00 a.m. on the third Tuesday of every month. Meetings are held in the Town Hall Auditorium, 150 Ski Hill Road.

The Liquor and Marijuana Licensing Authority (LMLA) meets on the third Tuesday of each month at 9:00am in Council Chambers at Breckenridge Town Hall.

The meeting on Tuesday, December 16, 2025 will take place at Breckenridge Town Hall in the Lower Level Conference Room as Council Chambers will be undergoing some construction.
