Invitation

Qualified Construction Manager at Risk (CMAR) organizations (Proposers) are invited to submit a Proposal to the Town of Breckenridge (hereinafter referred to as “Town” or “Owner”) for the construction of the following Project, and for related pre-construction and procurement CMAR services: as outlined in the Request for Proposals (RFP) and Project Documents.

The purpose of this solicitation is to bind a competent, experienced CMAR into a formal Agreement with the Owner to perform the work described in the Request for Proposals. The Project is a major retrofit upgrade of the Town of Breckenridge’s existing Gary Roberts Water Treatment Plant (GRWTP). The overarching goals are to address aging infrastructure, restore capacity to the original 5.0 MGD rating, and improve system resiliency.  The successful CMAR will provide Pre-Construction services while completing the design of the project, and then at the Owner’s option, enter into a construction contract with the Owner based on the final construction documents. The design team for this project is led by SGM.

Proposers are cautioned to read the entire Request for Proposals, noting all particular submittal requirements, including both substance and format. Failure to provide all requested information in the manner required might be cause for rejection of proposal at the sole discretion of the Owner.

This invitation should not be construed as a commitment of any kind on the part of the Owner, nor does it commit the Owner to pay for any costs incurred in the submission of a proposal package, nor for any costs incurred prior to the execution of a formal Agreement.

Proposers are advised that the bids are subject to public disclosure under Colorado Law and will not be treated as confidential. All materials submitted become the property of the Owner and may be made public in whole or in part at the discretion of the Owner with two notable exceptions. Information marked confidential such as trade secrets and references shall be treated as privileged information and confidential commercial information under the Colorado Open Records Law.
