Small Cell & Wireless Communication Facility Guidelines
The following guidelines set forth and establish the procedures, requirements, and design stands for location of Wireless Communication Facilities with the Town of Breckenridge to facilitate public access to a wide range of telecommunication, broadband, and wireless services and in accordance with Sections 29-27-401, et seq., Colorado Revised Statutes (C.R.S.), Sections 38-5.5-101, et seq., C.R.S., and the applicable provisions of the Telecommunications Act of 1996, including Sections 253 and 332, and as interpreted by Federal Communications Commission Order 18-133 (Sept. 26, 2018).
The following design standards and procedures are established to facilitate public access to wireless communication in a manner that does not create a safety concern for the travelling public or otherwise create an unsightly or overly congested use, and are intended to ensure a complete, thorough, and consistent review of these proposals, without creating barriers to the deployment of wireless communication services in accordance with state and federal law. These design standards may be revised as appropriate and in accordance with state and federal law to address technological changes in the telecommunication industry or as may be necessary to provide for the efficient, safe, and appropriate function within the Town of Breckenridge.
Small Cell Wireless Communication Facility Design Guidelines
Small Cell Wireless Communication Facilities (Small Cells) are authorized to be located within publicly owned or controlled Right of Way (ROW), subject to the consent of the jurisdiction controlling the ROW. Small Cells located within the ROW are governed by the Small Cell Procedures and Design Guidelines and processed under a Class D Minor Permit. Small Cells located on private or public property, but not in the ROW, are governed by Town Code Section 9-1-19 50A, Policy 50: Wireless Communication Facilities and processed under a Class D Major Permit.
Pre-application meetings are highly recommended to review placement and the necessary submittal documents. The following permit forms are multi-use and the application fees and submittal requirements listed on the forms may not be applicable for Small Cell applications, please consult with a Planner and review the relevant code/guidelines for the correct fee and submittal information.

Other, Non-Small Cell Wireless Communication Facility Design Guidelines
Policy 50: Wireless Communication Facilities
Wireless Communication Facilities (WCFs) that do not qualify as a Small Cell are governed by Town Code Section 9-1-19 50A, Policy 50: Wireless Communication Facilities and processed under either a Class A Permit or Class D Major Permit.
Pre-application meetings are required to determine permit classification, review placement, and ensure the necessary submittal documents have been gathered. For more information on the necessary information to bring to the pre-application meeting please review Policy 50. The following permit forms are multi-use and the application fees and submittal requirements listed on the forms may not be applicable for WCF applications, please consult with a Planner and review the relevant code/guidelines for the correct fee and submittal information.

Antenna Replacement
Replacement of antennas and equipment on a Wireless Communication Facility, regardless of size, may be an Eligible Facilities Request as defined in Policy 50 and would require a Class D Major permit. Please consult with a Planner to confirm if a permit is required.
