Campaign Finance (FCPA)
The Fair Campaign Practices Act (FCPA) governs how candidates may raise and spend campaign funds and establishes reporting requirements for campaign financial activity. The FCPA is part of Colorado law and can be found in the Colorado Revised Statutes (C.R.S.), Title 1, Article 45. Municipal candidates must follow the parts of the Act that apply to local elections. All candidates are strongly encouraged to read the FCPA so they understand their responsibilities and avoid mistakes.

All FCPA Forms Are Subject to the Colorado Open Records Act
The applicable FCPA forms must be submitted to the Breckenridge Town Clerk at 150 Ski Hill Road, Breckenridge, Colorado 80424 or maew@townofbreckenridge.com on or before the due dates listed below (Exception: Candidate Affidavit must be returned in person).
2026 Campaign Finance Filing Deadlines:
- Friday, February 6, 2026 (60 days before the Election)
- Monday, March 9, 2026 (30 days before the Election)
- Monday, March 23, 2026 (15 days before the Election)
- Thursday, May 7, 2026 (30 days after the Election)
Town of Breckenridge FCPA Forms
Campaign forms and filings are required by all candidates running for Municipal Office in Breckenridge. Unlike running for higher office where campaign finance filings are due to the Secretary of State's Office, all filings are made with the Town Clerk for Town Elections.
Therefore - Candidates need to use the forms provided below rather than the forms found on the Secretary of State's website.
Physical copies of the forms are also available at the office of the Town Clerk.
Please review the FCPA Forms Guide for more critical information and details. This guide also includes a form checklist for Candidate convenience.
- Candidate Affidavit. All candidates must file this form within 10 days of publicly announcing their intention to seek election for public office. Exception: This form must be physically returned to the Town Clerk. It cannot be emailed.
- Committee Registration Form. Candidate Committees must register before accepting contributions or making expenditures. Candidates MUST create a Candidate Committee before accepting donations. This form is filed once per election cycle.
- Report of Contributions and Expenditures. If applicable, this financial report is required for all committees and candidates that accept contributions and/or make expenditures. If applicable, this report must be filed 60 days, 30 days, and 15 days before the election and 30 days after the election.
- Statement of Personal Expenditures by a Candidate. If applicable, this form is used by a candidate who is expending their personal funds but is not receiving contributions and does not have a candidate committee. If applicable, this report must be filed 60 days, 30 days, and 15 days before the election and 30 days after the election.
- Candidate Statement of Non-Receipt of Contributions and Non-Expenditure of Funds. If applicable, this form is for candidates that do not have a campaign committee and have not received contributions nor made expenditures. If applicable, this report should be filed 60 days, 30 days, and 15 days before the election and 30 days after the election.
- 48 Hour Notice of Independent Expenditures. Candidates with contributions in excess of $1,000 must file this report.
